Portland Oregon (the dirtiest place in the Northwest)

I just spent three days in Portland Oregon helping with my cousins wedding.  Something that I have noticed every time I visit the city is how filthy dirty it is and how much trash is all over the streets.  Many "green people" live in Portland yet the streets are covered in refuse.  Why doesn’t an environmental group organize a small army of "green people" to clean the place up?  Several times as the wife and I were walking around we would get a whiff of what a large landfill smells like.  I just don't get it…
